Ανοιχτή Πρόσκληση απο την διεθνή Ένωση οδηγών βουνού προς ολους τους αλπινιστες-ορειβάτες οπου θα μπορέσουν να εκπαιδευτούν και να ενταχθούν στην uiagm ω δόκιμα μελη η για αυτούς που ειναι δόκιμα μέλη και θέλουν τελειώσουν και να ονομαστούν διεθνείς οδηγοί βουνού ανεξάρτητα απο τις ενώσεις σε κάθε χώρα.Επίσης υπάρχει η δυνατότητα κάποιος να τελειώσει την εκπαίδευση σε λιγότερες μέρες ανάλογα με το επίπεδο του καθενός μετά απο δοκιμή απο τους εκπαιδευτές.

Τέλος καλά όλα καλά για την ομάδα που εκπροσώπησε την Ελλάδα στην αξιολόγηση -εξέταση που διοργανώθηκε από την IFMGA στην ρουμάνια και συγκεκριμένα στο balea lake. Εφτά χώρες από τα Βαλκάνια έλαβαν μέρος και συνολικά 36 ανεξάρτητοι αλπινιστες συμμετείχαν στις εξετάσεις όπου 12 άτομα πέρασαν επιτυχώς και έτσι θα συνεχίσουν στην εποχή φάση. Ανάμεσα σε αυτούς ήταν για πρώτη φορά ένας κύπριος ο Κυριάκος ροσιδης και μετά απο πολλά χρόνια ένας έλληνας ο Ηρακλής μωισιδης.
Οι αναρριχητές εξετάστηκαν στα εξής
1. Στο ορειβατικό σκι
2. Στην παγοαναρριχηση και το περπάτημα σε πάγο
3. Και στην αναρρίχηση σε βράχο
Σε γενικές γραμμές οι εξετάσεις δεν ήταν πολύ δύσκολες παγοαναρριχηση στον 4ο βαθμο αναρριχηση με παπουτσάκια στο 6b και με μπότα στο 5c, όμως θα έπρεπε να δείξουν οι μαθητές το ποσό άνετοι είναι και στα 3 αντικείμενα ώστε να μπορέσουν να συνεχίσουν παρά κάτω,σημαντικό ήταν και ένα καλό βιογραφικό με πλούσια δράση με αναρρίχηση από - VI και πάνω και απο 300 μέτρα και πάνω.
Πολλά και ενδιαφέρον πράγματα συζητήθηκαν όπως η αναγνώριση του επαγγέλματος του οδηγού και του συνόδου βουνού από την Ε.Ε και την υποχρεώσει πλέον των μελών κρατών για την τακτοποίηση νομοθέτηση του επαγγέλματος αλλά και πολλών άλλων.
Μελανό σημείο υπήρξε η αναφορά της Ελλάδας από τον πρόεδρο της IFMGA για την διαγράφει του σωματείου όπως και την αδιαφορία του απέναντι στην IFMGA και την εκπαίδευση της.
Δυστυχώς οι συμμετοχές αλλά και η προετοιμασία των ελλήνων δεν ήταν αρκετή ώστε να περάσουν στην επόμενη φάση και αυτό γιατί η ενημέρωση για την εκδήλωση αυτή έφτασε πολύ αργά στα αυτιά των αναρριχητων απο την ελλαδα αν και σύμφωνα με σοβαρές πληροφορίες ο ΣΕΟΒ ήταν ενήμερος εδώ και καιρό όπως και πολύ εκπαιδευτές και Έλληνες οδηγοί βουνού από την Ελλάδα για αυτό το γεγονός.
Μια καινούργια εποχή ξεκίνησε με όνειρα και ελπίδες για την νέα γενιά αναρριχητων που θέλουν να γίνουν πραγματικοί επαγγελματίες διεθνούς εμβέλειας και ο στόχος είναι το 2017 ακόμα πιο πολλοί να συμμετέχουν σε αυτό το πρόγραμμα που ξεκίνησε για ανεξάρτητους αλπινιστες απο χώρες χωρίς σωματείο.

The European professional card (EPC) is available from 18 January 2016 for five professions (general care nurses, physiotherapists, pharmacists, real estate agents and mountain guides). It might be extended to other professions in the future.
The EPC is not a plastic card, but an electronic certificate issued via the first EU-wide fully online procedure for the recognition of qualifications. This digital procedure is based on the well-established Internal Market Information System (IMI) and allows professionals to communicate with the relevant authorities inside a secure network. The IMI also provides for an official, multilingual communication channel between the regulating authorities for professionals in EU countries to facilitate their cooperation and enhance mutual trust.
The EPC does not replace the 'traditional' recognition procedures under the Professional Qualifications Directive, but it does offer an advantageous option for professionals who wish to work either temporarily or permanently in another EU country.

To ensure that EU patients and consumers are adequately protected, the Commission has also introduced an Alert Mechanism. The Competent Authorities of EU countries are required to quickly warn each other through the IMI of professionals in the health and education of minors sectors who:
have been prohibited or restricted from practicing the profession in one country
have used falsified diplomas for their application for the recognition of their qualification.
Commission Implementing Regulation
On 24 June 2015, the European Commission adopted the Commission Implementing Regulation (EU) 2015/983 on the procedure for issuance of the European Professional Card and the application of the alert mechanism pursuant to the Professional Qualifications Directive. Since January 2016, the EPC is available for nurses responsible for general care, pharmacists, physiotherapists, mountain guides and real estate agents.

According to the Regulated Professions Database, the profession of mountain guide is regulated in 7 EU Member States (and in Switzerland). However, according to the information available to the Commission, this profession in some Member States is regulated as part of other professions (e.g. tour guides or sports instructors). Accordingly, the overall number of Member States regulating the profession in some way is likely to be higher. Mountain guides are represented by national professional organisations which are federated at EU level in the International Federation of Mountain Guide Association (IFMGA) representing around 5000 mountain guides from 11 EU Member States as well as the Union of International Mountain Leader Associations (UIMLA). The IFMGA sets common training standards for its members and they are assessed by those same standards. The IFMGA also issues for its members a “Mountain Guide Card” proving IFMGA membership, attendance of compulsory professional development education, and the possession of professional liability insurance. The "UIMLA International Mountain Leader" qualification and the IFMGA "Mountain Guide" qualification are internationally recognized in the mountains world-wide. Mountain guides, due to the nature of their activities, are a highly mobile profession using the permanent establishment regime under the Professional Qualifications Directive or providing temporary and occasional services abroad. Nevertheless, the number of recognition decisions taken by Member States in the past or declarations received for the temporary provision of services is more limited in the Regulated Professions Database21. This is due, according to the IFMGA, to difficulties mountain guides have experienced in the application of the relevant procedures to obtain recognition of their qualifications or to introduce a prior declaration. As mountain guides often have to cross borders and provide services in another Member State at very short notice, given the changing weather conditions, so their potential for mobility is highly significant. Mountain guides have expressed, via the IFMGA and UIMLA, a strong interest in the EPC which is seen as a measure to enhance professional mobility, in particular for temporary provision of services where the profession has a great potential for mobility. The two organisations also consider the EPC a tool for simplifying the control and identification of mountain guides, as well as a means of better protection for clients. The IFMGA estimates that approximately 3500 EU mountain guides would apply for the EPC for temporary provision of services while 750 could seek establishment via this mechanism. Competent authorities had limited views on the introduction of the EPC for mountain guides. A few concerns were raised by Member States' authorities where the profession is not regulated. Competent authorities from 4 countries and Switzerland responded to the targeted consultation; they were all either in favour or with no opinion.

Παιχνιδιών Προσανατολισμού κι εν γένει οικοτουρισμού)
εε) Την εποπτεία και υποστήριξη του εργασιακού αθλητισμού
ζζ) Την πραγματοποίηση επιτόπιων ελέγχων αυτής φορείς υλοποίησης των παραπάνω
δραστηριοτήτων Αθλητικού Τουρισμού και Εναλλακτικών Αθλητικών
Δραστηριοτήτων
ηη) Την τήρηση ηλεκτρονικού αρχείου των φορέων, διαμόρφωση κριτηρίων
οικονομικής ενίσχυσης προγραμμάτων και εκδηλώσεων Αθλητικού Τουρισμού και
εισήγηση για το σκοπό αυτό
θθ) Τη διαμόρφωση Εθνικού Χάρτη Αθλητικού Τουρισμού για την ανάπτυξη του
Αθλητικού Τουρισμού και εναλλακτικών αθλητικών δραστηριοτήτων
ιι) Την μέριμνα για την έκδοση εντολής αυτής την αρμόδια Οικονομική Διεύθυνση
δέσμευσης ποσού και χρηματοδότησης φορέων υλοποίησης.»
